training and sports in Russia. The conseption and the significance of physical training and sports

To the question of reforming and organization of local government‘s system
in the federal significance cities
The questions of local government‘s organization as applied to cities are considered in the
article, because in cities the majority of population lives, the most part of industrial, economic,
culture and scientific potential is amassed.
The concept of city self-government is considered in unity with concept of local government.
Historical experience of local government‘s development in cities of Russia since 1920-th till
our days is studied and generalized.
