THEORETICAL PRINCIPLES OF DEFINING AUTHORITY CREDENTIALS BY MEANS OF REVEALING OBJECTIVE NECESSARY FUNCTIONS

The issues of correlation of the authority credentials and objective necessary functions of
state administration have been examined. On the basis of native legislation as well as foreign
countries legislation it has been proved that the model of political and legal structure of the
society and especially, that of the state, is predetermined by the necessity to execute
appropriate general assignments and functions, which the society won’t be able to go without.
All functions create the grounds for maintaining the authority credentials.
